DataSources transportation before moving DataModels (to parallel data loads and development)

Good day, experts.

Kindly help me to clarify - is it OK to activate and move standard DataSources from Development to Production along with depended InfoPackages initially, and uploading initial transaction data to PSA before moving Data Models (InfoProviders, Infosources, Transformations and etc). It is to parallel process of Report development and Initial data uploads to PSA.

Right now developing whole report, after that moving it to Production after that starting to upload data - which takes much time.

For example Data Models development takes 2 weeks -> movement to Production -> 2 weeks to upload data = 1 month (I want to reduce this time).

I want to change process - End-user requirements evaluation -> Finding essential datasources -> their activation and movement to Production -> data loads and report development in same time.

Datasources are standard, so I think it can not hit Production anyhow.

I know it is possible but please describe - which issues can I meet, and what is best practices of SAP to do it.

Please keep in mind - Data loads procedure is very time consumable and I am looking for a way to reduce it.
