Currency translation not working

Hi all,

In a report user wants to use currency rate as of 2013 however the report is taking rate of 2014.As part of solution I went to t-code RSCUR and created a new variable and given time ref as key date as 31.12.2013.

Now the question is the newly created variable is not picking the 2013 exchange rate. Please assist if anyone have gone through this issue before?
